Why is the verbal intention innovation? It is a very common practice that we say the intention before we make wudhu, prayer as well as fasting.
Can you please clarify?

Verbal intention is an innovation. There are no reports that indicates such. The places for intentions is in the heart.
All the supplications of salaah or fasting that people recite are all baseless.
Your preparation for salaah is actually an intention.
Your preparation for fasting is actually an intention.
All you need is to intend to make these worships with sincerity before the worships is carried out.
