Q : Assalamualaikum sheikh.. My Question is .. Can I say a personal dua or dua in my own words silently in my heart or my mind, without moving my tongue or lips??

Wa'alaykumsalaam Wa Rahmatullah
It is better to read, supplicate and remember Allah while moving the lips, moving the lips is part of reading and it brings more reward.
Having it in the heart is simply being conscious of Allah's remembrance, not actually reading it.
